Course content balances the needs of both small and large institutions, and focuses on strategies attendees can use in their profession.
Who should attend? Universities and mid-level (financial and post-award administrators) looking to make the transition to a managerial position; or individuals who are looking to get an understanding of the entire view of post-award administration.

Northeast/Southern Section to Meet in New Orleans, LA, March 27-30, 2011

Western/Midwest Sections Joint Meeting in Long Beach, CA, May 14-18, 2011
"From the Heartland to the Western Seaboard: Diving into Research Administration"

Thanks to the program committee and track leaders who worked diligently during the Fall to develop a solid educational program for our members. The meeting program is in the final stage of review. It has been exciting to watch the program come together. There will be something in the program for everyone in research administration with sessions and workshops ranging in topics from export controls to developing a well-structured research hypothesis. An email notification will be sent to members as soon as the program is finalized.
In addition to a strong educational program, we're looking forward to kicking off the meeting Sunday evening by welcoming those new to SRA at our annual newcomer's reception. The fun will continue with the opening reception on a sunset cruise around the Long Beach harbor aboard the Endless Dreams yacht. This will be a great opportunity for networking and enjoying cocktails and hors d'oeuvres while taking in the beautiful scenery of the Long Beach skyline.
We are honored to open our program with our keynote speaker Dr. Carol Blum, Director of Research Compliance and Administration, Council on Governmental Relations (COGR). Many of you know Carol through her work with COGR and the great job she does expending her knowledge on current issues that impact research administration. We look forward to hearing from Carol and getting some real "DC insight" while in California.
Also coming back this year is the roundtable topics luncheon, which was very successful last year at the Western/Southern section meeting. This "topic table" lunch gathering gave participants a chance to discuss timely issues in research administration with seasoned SRA members and knowledgeable content experts over lunch.

With our annual section meeting and elections less than three months away, we want to keep you up-to-date with everything happening in the Southern Section.
Travel Award - Deadline February 1
Once again we are offering travel scholarship/stipends to help defray registration and travel costs. There are two awards being offered to Southern Section members, each worth $350.
- New Administrator Award: The applicant must be new to research administration within the last three years.
- Transitional Travel Award: This award is intended for an experienced research administrator who has been actively involved in SRA at the International or Section meeting but whose institution is unable to fund travel to the Section meeting. The recipient must be a member of the Southern or Northeast Section who has previously contributed substantial service to the Section. Special consideration will be given to individuals in employment transition.

Midwest Section News
Seeking Midwest Section Officers
As the current Past-President, one of my duties is to seek viable candidates from the Midwest Section membership to run for available offices to help ensure continuity within the Midwest Section. Therrefore, I am seeking candidates for the following offices:
- President-Elect:
The President-Elect shall take office at the close of the Annual Section Meeting (i.e., Long Beach CA., meeting). The basic duties for this office are to assist the President with the planning of our 2012 Section Meeting and to continue to lead the Midwest Section in respect to our goals of providing the Midwest Section membership with educational and professional growth opportunities in the areas of research administration by (1) promoting mutual assistance among members; (2) fostering communications, understanding the friendship among research administrators; and (3) to carry out "as determined" initiatives voiced by the membership, which do not conflict with SRA International Bylaws. The President-Elect requires a (3) year commitment consisting of serving three (3) one (1) year terms; President-Elect (1 year), President (1 year) and Past President (1 year). Please refer to the Midwest Section Bylaws for additional information.
- Secretary:
The Secretary shall take office at the close of the Annual Section Meeting (i.e., Long Beach CA., meeting). The basic duties for this office are to take the minutes associated with Midwest Section Business Meetings that occur during our Section meetings (i.e., 2012 and 2013 Section Meetings) along with the minutes of our Business meetings occurring at the SRA International Annual Meetings (i.e., 2011 Montreal, Quebec Canada and 2012 Orlando, FL) in addition to any and all ad-hoc meetings consisting of the officers of the Section. This office requires a two (2) year commitment. Please refer to the Midwest Section Bylaws for additional information.

Proposed Bylaws Changes
At our Midwest Section Business Meeting held October 18th during the SRA International Annual meeting in Chicago, IL, with the approval of our Bylaws Chairperson, Kathy DeWitt, I proposed some minor revisions of our section's bylaws in hopes of clarifying which meetings (i.e., National vs. Section) were being referenced and the role of the President as opposed to the President-Elect in respect to Chairing the Program Committee for the Section Meetings.
Below is a listing of the impacted Article and Section, the current language and the proposed change.

Midwest Section Awards Call for Nominations - Deadline February 1
Dick Canaday Travel Award
Dick Canaday, a former president of Midwest Section of the Society of Research Administrators (SRA) International, was one of the Midwest's best-loved leaders. Dick died of cancer in June of 1996. To honor his memory, SRA's Midwest Section offers this award each year to an individual who would like to participate in an SRA section or annual meeting, but is financially unable to do so.
The goal of the Dick Canaday Travel Award is to encourage attendance at the Midwest Section Meeting by research administrators who do not have institutional resources to pay the full cost of attending. This award will reimburse your hotel sleeping room cost up to a maximum of $500. One award will be given for an individual to attend the Midwest Section meeting held in
Spring 2011.
Midwest SRA New Member Award
This award has been established to recognize new research administrators who have contributed positively to SRA's Midwest Section. The Award will be presented annually at the Spring meeting of the Midwest Section.
Founders Award
The award has been established to recognize members of SRA's Midwest Section whose services have benefited the Section. The Award will be presented annually at the Spring meeting of the Midwest Section.

NE Will Meet the West in 2012: The Northeast section will pair with the Western section in the Spring of 2012. Understandably there is a large geographic expanse between us, so site selection discussions are ongoing - do we stay east or go west? Cities currently under consideration include: Portland, OR, San Francisco, CA, Boston, MA, and Providence, RI. Only eighteen members participated in last month's survey monkey poll for site preferences. The results are as follows:

Cape Cod - 1 write-in vote

Western Section News
Now Accepting Nominations for Western Section Officers: President-Elect and Secretary-Treasurer
The SRA Western section needs you! Help lead the Society dedicated to serving the profession of research administration. The sections are currently seeking nominations for the position of President-Elect and Secretary-Treasurer.
The term for the position of President-Elect will be one year, followed by one year as President and one year as Immediate Past President. Terms will begin at the close of the Annual Business Meeting and will terminate at the close of the Annual Business meeting as appropriate.
The term for the position of Secretary-Treasurer will be for two years. The treasurer responsibilities will be shared with the treasurer of the section that joins the Western section for the combined section meeting. The term begins at the close of the Annual Business Meeting and the current Secretary-Treasurer will work closely with the new officer to transition section activities.
We need strong, dynamic and creative leadership for SRA. Candidates are needed from all divisions, interests and subspecialties in the field to serve in this important leadership roles. Being part of SRA leadership provides an opportunity to advance the profession of research administration, make critical decisions about SRA's future, and give back to the Society. New officers will also receive support, mentorship and assistance from previous officers of the section. The duties and responsibilities of the President-Elect and Secretary-Treasurer are included at the end of this notice.

The deadline to submit nominations is April 1, 2011.
The following are duties and responsibilities related to the President-Elect position:
- Second in Command. The President Elect shall serve as the second in command of the Section.
- Meetings. The President Elect shall have the responsibility of calling and conducting all meetings in the President's absence and as delegated and coordinated with the President. These meetings include: Section Leadership, Executive Committee, Planning Committee and Business Meetings.
- Advisory. The President Elect provides guidance may be requested by Section Leadership, Members, Committee Chairs and International representatives to assist them in accomplishing their specific duties.
- Finance. The President Elect may make recommendations for the approval of expenses and financial reports associated with maintaining Section.
- Annual Section Meeting. The President Elect will serve with the President as co-Chair of the Annual section meeting. Together they will coordinate all planning activities and execution of the Annual section meeting.
The following are duties and responsibilities related to the Secretary/Treasurer position:
- Secretary. The Secretary has the responsibility of Section communications regarding sending notifications and correspondence as may be required and coordinated with the Section Leadership.
- Meetings. The Secretary will receive meeting agendas from the President and/or President Elect in advance of a scheduled meeting (preferably 1 week prior) and distribute and remind meeting attendees of the meeting, its agenda, supporting materials, time and place. During the meeting the Secretary will record minutes and will be responsible for distributing minutes and action items to meeting attendees post meeting. These meetings include: Section Leadership, Executive Committee, Planning Committee and Business Meetings.
- Treasurer. The Treasurer is responsible for coordinating the financial aspects of all Section functions. This includes maintaining pertinent records, supporting documentation, coordinating financial approval process with International SRA. The Treasurer also serves as the Sections' representative on the SRA-International Budget and Finance Committee.
- Budget and Finance Committee. This Committee is made up of Section Treasurers and meets twice a year. The Budget and Finance Committee is responsible for overseeing fiscal matters of the Society and executing other functions as may be assigned.
- Reports and Records. The Secretary - Treasurer will keep the official records of the Section and will prepare and distribute financial reports as required. The Secretary-Treasurer will provide financial reports as part of the Section Business Meetings.
- Annual Section Meeting. The Secretary - Treasurer will serve on the Planning Committee for the Annual meeting and will be consulted with on decisions regarding all costs associated with its planning and execution. As an active member of the Section, this person is also involved in planning programmatic content, meeting logistics and ancillary activities.

SRA Executive Director Position Posting
The Executive Director of SRA International is responsible for the overall management of SRA International operations and reports directly to the Executive Committee of the Board of Directors of the Society.
SRA International is a 501(c)(3) nonprofit founded in 1967 and headquartered in Falls Church, VA. SRA International is governed by a Board of Directors, whose 10 members are elected by the membership. The Society has approximately 4,000 members in the fields of research administration at hospitals, institutions of higher education, nonprofits and government entities.
The Executive Director manages the varied functions of the organization including overall supervision of the SRA International headquarters staff, communication between and among the Society's various constituencies, outreach to external partners and groups, member services, and the financial oversight of the Society's finances.The ideal candidate will be comfortable with shared decision making and the concept of "servant leadership."

National Science Foundation ARRA Common Reporting Errors Guidance
The National Science Foundation has recently developed and posted additional guidance regarding recipient reporting for awards made under the American Recovery and Reinvestment Act (ARRA). To assist the ARRA reporting community in submission of these reports, NSF has developed a tip sheet of Common Reporting Errors Guidance. This document provides solutions and additional reporting guidance to common errors found in NSF ARRA quarterly reports.
We hope that this and other guidance on the NSF ARRA Recipient Reporting website will assist the research community in meeting their ARRA reporting obligations. For NSF-specific questions regarding Recovery Act recipient reporting, contact policy@nsf.gov.

How Your Grant Proposal Compares
Sure, good ideas are an essential ingredient of any external grant proposal, but however necessary, they're not enough to ensure you'll get the money. To stand a fighting chance, the ideas in your project must be both good and well positioned relative to other grant proposals.
All good ideas are to some extent well positioned already-that is, they deal with a real, demonstrable problem; they are informed by concepts that have been tried before; and they reflect alignment with what has worked in the past and divergence from what has failed. But beyond the idea itself, there are a number of other ways in which your proposal must be positioned, relative to other ideas, in order to win the approval of reviewers.
Reviewers are always faced with more good ideas than they have the resources to support. In ranking proposals, reviewers are forced to look past the idea itself for evidence of how likely it is that the project will produce an outcome (data, publications, new technology) that has merit in itself and/or could lead to future development or change. That's why the ideas that are best positioned are the most likely to be supported. So how do you position your idea most effectively?

ORI to Release Interactive Movie on Research Integrity
A video simulation on research integrity will be released soon on the ORI web site. In the simulation, research misconduct causes a noted lab to lose funding, creates bad publicity to the university, and eventually causes the withdrawal of a multi-million dollar endowment. In "The Lab," viewers have the opportunity to undo the damage by assuming the roles of a graduate student, post doc, principal investigator, and a research integrity officer and make decisions to prevent misconduct from occurring unnoticed.

SESSION 1 "Wounded Warrior Care: Rediscovering the Meaning of Healthcare in America Today," Thursday, 28 April 2011, 10:00am-5:00pm.
The Navy Medicine Institute for the Medical Humanities and Research Leadership and the Smithsonian's Office of Sponsored Projects are pleased to begin announcing our 2011 distinguished ethics education conference series. The series is sponsored by the Smithsonian OSP in partnership with the Navy Medicine Institute. You and your own colleagues are cordially invited to participate.
The care of our Wounded Warriors is a significant challenge. As our women and men return to us from the battlefield with new and deeper wounds, often invisible, our culture today must meet their needs in ways very unexpected. Yet healing is a mutual gift. We might consider that in our offer of healing to our Wounded Warriors, they also offer healing to us --- a healing of the evidence in our society of a too often self-centered individualism, apathy, denial, and the refusal to care deeply for those in need because it can be too inconvenient or perhaps too ultimate. This conference will offer a series of keynote lectures, panel presentations, and discussions designed to heighten our awareness of the presence of our Wounded Warriors as equal members of society. The conference will draw special attention to the challenge that Wounded Warrior Care brings to our self understanding as a people, a culture, and a nation. This conference will call us to a deeper sense of compassion and care for all those who suffer and are in need. Ultimately, the goal of this special time together will be to consider a contemporary spirituality of compassion, meaning "to suffer with;" and thereby discover more deeply what it means to be truly a human and humane society
The conference will be held in the Baird Auditorium, National Museum of Natural History, on 10th and Constitution Ave NW in Washington, DC. Like all of these yearly conferences, they are free and open to the public.

The Uncertain Future of Isolated DNA Patents
Ever since the U.S. District Court for the Southern District of New York (S.D.N.Y.) issued a decision in the lawsuit brought by the American Civil Liberties Union (ACLU) against Myriad
Genetics,1 the future of isolated DNA patents has been uncertain. Not surprisingly, the S.D.N.Y. decision in Myriad Genetics was appealed to the Federal Circuit.2 On 29 October 2010, the U.S. Department of Justice (DOJ) filed an amicus brief in support of the S.D.N.Y. position in Myriad
Genetics that isolated human genomic DNA is not patentable.3 The DOJ amicus brief sides with the ACLU on the issue of isolated DNA and with Myriad Genetics on the patentability of scientifi cally manipulated DNA. Specifi cally, the DOJ took the position that (a) human-engineered DNA molecules, such as cDNAs, are patent-eligible under 35 U.S.C. § 101, and (b) isolated, but otherwise unmodifi ed, genomic DNA is patent-eligible subject matter under 35 U.S.C. § 101.
In the Myriad Genetics case, the patents in suit encompass breast cancer genes BRCA1 and BRCA2. The composition claims relate to "isolated DNA" containing human BRCA1/2 gene sequences. The method claims refer to diagnostic methods for identifying mutations in the

Sleep Deprivation, Elective Surgical Procedures, and Informed Consent
A surgeon on overnight call responds to an 11 p.m. call from the hospital, where a patient has presented with an acute abdomen. After working up the patient for several hours, the surgeon decides to call in an anesthesiologist and perform a bowel resection. By the time the procedure is completed and the operative note has been dictated, it is time for morning rounds. The surgeon has not slept all night and is scheduled to perform an elective colostomy at 9 a.m. Does the surgeon have an obligation to disclose to the patient the lack of sleep during the past 24 hours and obtain new informed consent?

EEOC Issues Regulations Interpreting The Genetic Information Nondiscrimination Act 2008
On November 9, 2010, the Equal Employment Opportunity Commission ("EEOC") issued its final regulations interpreting the employment provisions of GINA. GINA generally prohibits an employer, employment agency, labor organization, or training program from discriminating against an individual because of genetic information. GINA, however, goes beyond simply outlawing discrimination and makes it illegal for an employer, employment agency, labor organization, or training program, with several minor exceptions, to "request, require, or purchase genetic information."

The profession produces a great deal of "improvement" material each year, most of it skills-based, and much of it helpful. In Trends, the first report in our 2011 series of Corporate Recruiting Reports, we suggest, instead, four ideas. You could call them competencies or simply the starting point for projects. Three of them - brand management, risk and agility - are commonly used in business, but rarely in Staffing. Brand management is a marketing term and the other two are corporate planning terms. The fourth, flexible workforce, is used by Staffing but usually in a tactical sense. We use it to suggest a fundamental change in Staffing's mandate.

Scientists Fault Universities as Favoring Research Over Teaching
The United States' educational and research pre-eminence is being undermined, and some of the chief underminers are universities themselves, according to articles this week in Science and Nature magazines.

Federal Court of Appeal Upholds Data Protection Regulations (Canada)
On December 9, 2010 the Federal Court of Appeal dismissed the appeals brought by Apotex Inc. and the Canadian Generic Pharmaceutical Association challenging the validity of the Data Protection Regulations (referred to as DPR in the decision). These regulations implement Canada's obligations under the North American Free Trade Agreement (NAFTA) and the World Trade Organization's Agreement on Trade-related Aspects of Intellectual Property (TRIPS). Eli Lilly Canada Inc., and Canada's Research-Based Pharmaceutical Companies had intervened in the proceedings at the Federal Court, and were respondents in the appeal.
The appellants, in two separate proceedings, heard together at the Federal Court level, had challenged the Data Protection Regulations on a number of grounds…

Fraud Investigation Rocks Danish University
Neuroscientist quits after accusations of academic misconduct.
A high-profile neuroscientist in Denmark has resigned after facing allegations that she committed research misconduct and misspent grant money. Meanwhile, the administration at the university where she worked has been accused of ignoring her alleged misdeeds for the better part of a decade.
Milena Penkowa, a 37-year-old researcher who was lauded in 2009 by the Danish science ministry, denies all the accusations against her and stands by her work, but left her post as a full professor at the University of Copenhagen in December.

CIHR and The National Natural Science Foundation Of China (NSFC) Renew A Collaborative Agreement On Health Research
The Canadian Institutes of Health Research (CIHR) and the National Natural Science Foundation of China (NSFC) signed the renewal of a five-year agreement to support joint health research. Initiated in 2005, the partnership promotes the development of scientific cooperation between universities, hospitals, research institutes and affiliated research organizations in Canada and China through the support of collaborative research grants.

Irish Research Funder Set To Increase Investments In 2011
Science Foundation Ireland is to launch an energy research cluster and double the number of principal investigator awards under its 2011 budget allocation. It also plans to quadruple the number of research discovery commercialisation awards.
Details of the research funder's plans were released during the last week of December in an end of year review. It noted that a budget increase of 11 million euros for 2011 would allow new projects to get underway and provide renewal money for two large research clusters.
