Faculty, necessarily, want to get the research started. Research administrators are charged with the responsibility of ensuring the research, the investigators, and the institution are well protected, and the research can proceed in a timely, appropriate manner.  Negotiating agreements requires a learned skill.  Many research administrators are asked to handle agreements without the tool box needed for successful negotiation, whether it be with local, national or internationally-based industries, governments or non-governmental organization.
