Effort Reporting, Payroll Confirmation, and Uniform Guidance Compensation Compliance Mini Intensive (December 6 & 13, 2023)

Program Description

The implementation of the Uniform Guidance in 2014 widened the path for alternative methodologies to meet the compliance requirements for compensation compliance compared to traditional effort reporting. This mini-intensive workshop will focus on the requirements outlined in 200.430 for the reimbursement of salary charges, the overall compliance framework for compensation that involves multiple units and individuals across campus, a review of different methodologies to perform the required after-the-fact review of salary, and a hands-on exercise to document an institution’s internal controls for compensation compliance with various real-life scenarios. 

Presenters will highlight institutions who have already streamlined compensation controls with a goal to reduce administrative burden placed on faculty and institutions receiving federal funds.  Presenters will focus heavily on the fundamental shift from using the measurement of time as a proxy for value of work performed (% effort) to using the measurement of cost for work activities performed (institutional base salary) for value in order to achieve compensation compliance.

Course Details

This program uses a combination of live-learning via Zoom and other interactive platforms. Attendees will be able to ask questions, and collaborate with other participants to develop stronger communication skills and strategies for negotiation.

  • This course is eligible for 6 Continuing Education Units (CEU) credits.

Learning Objectives

  • Gain an understanding of the history of federal requirements and why traditional ‘effort reporting’ can be fundamentally flawed in today’s work environment.
  • Obtain a broader understanding of internal controls for compensation compliance
  • Understand the alternatives to effort reporting methodologies to achieve compensation compliance (e.g. payroll confirmation), which are growing within the university community
  • Review and understand how to document an institution’s internal controls to support compensation compliance

Intended Audience 

This intermediate level program is intended for mid-level research administrators but may benefit an advanced audience as well. Attendees should have a basic understanding of the general life-cycle of a standard sponsored research contract.
